  • Project need

    The 19.5 km Accra - Tema Motorway (N1) was opened as a freeway in 1964, which is the link between Accra and the industrial city of Tema, where Ghana’s main port is located. The design life of the reinforced concrete pavement was intended for 20 years. After 53 years of use with inadequate maintenance, the pavement has outlived its terminal level of serviceability with visible fatigue-cracking, joint failures and pumping under wheel load and requires reconstruction. The performance of the Accra-Tema Motorway is influenced by the efficiency of the junctions and road sections that lead up to it in both directions. This includes Neoplan junction on the N6 leading into Apenkwa Intersection and the George W. Bush Highway that forms part of the N1 between Apenkwa and Tetteh Quarshie. On the Tema end of the Motorway, Ashaiman junction (N2) leading to the Tema Roundabout is another area of influence for the Motorway. There are traffic bottlenecks, which carry valuable goods to and from major cities like Kumasi and Tamale, impede the movement of vehicles causing delays. The Government of Ghana (GoG) has therefore expanded to scope of the Project to include these additional sections. The enhancement in road condition and capacity will have a multiplier effect on economic benefits of undertaking this project, including the efficient movement of goods and services from the Tema Port. This will ease congestion on the 19-kilometer stretch and improve the movement of goods and services.
  • Description of asset

    The proposed scope of the ATMP to be developed under a PPP model comprises of the following road sections for a combined 29.7 km: (1) 19.5km original Accra – Tema motorway which runs between Tetteh Quarshie Interchange and the Tema Roundabout (N1) (2) 2.6km Tema Roundabout - Afariwa Junction along the Akosombo Road( N2) (3) 6.1km Tetteh Quarshie Interchange – Apenkwa Interchange along the George W Bush Highway (N1) (4) 1.5km Apenkwa Interchange - Neoplan Junction along the Nsawam Road (N6) The proposed project also includes improvements or the construction of the following interchanges: (1) New N6 Viaduct to Neoplan junction (2) Improved N1 Apenkwa Interchange (3) New N1 Dzorwulu Interchange (4) Improved N1 Tetteh Quarshie Interchange (5) New N1 Teshie Link Interchange (6) New N1 Community 20 Interchange (7) New N1 Lashibi Interchange (8) Improved N1 Ashaiman Interchange (9) New N1 Tema Motorway Roundabout Interchange (10) New N2 Ashaiman Interchange along the Akosombo Road
  • Description of services

    Design, financing, construction (rehabilitation and expansion) of existing traffic lanes and structures, such as interchanges and bridges. Efficient operation and maintenance of the road. Construction and operation of toll plazas and collection of toll revenue and extension of protection measures to prevent road closures due to obstructions on the roadway.
  • Rationale for selection of PPP mode

    The provision of road infrastructure is a responsibility of GoG. The GoG seeks to ultimately engage a private party under a contractual arrangement to design, finance, construct, manage and upgrade the Accra-Tema Motorway. This will leverage public assets and funds with private sector resources from local and international markets to accelerate needed investment in infrastructure and services. The Project, therefore, falls within the definition of PPPs under the PPP Policy. The specific transaction structure be it a concession model on Design, Finance, Build Operate and Transfer (DFBOT), Design, Finance, Build Own Operate and Transfer (DFBOOT) or any other PPP option being considered by the Transaction Advisor takes into account this general framework and compliance with the PPP Policy. The private sector party would, therefore, perform a government’s service delivery functions particularly financing, designing, building the public infrastructure and assume the associated operation and management risks for a significant period of time. The private sector in return, receives a benefit or financial remuneration which may be derived from either end-user charges (road tolls) or payments made by GoG or a combination of both.

In 2010, the Ministry of Finance (MoF) established the Public Investment and Assets Division (PIAD) to ensure the efficient and effective management of public investments, state interests, and assets, and to promote sustainable economic growth and development in Ghana. The Division, headed by a Director, comprises four units: the Public Investment Unit, Public Asset Management Unit, Public Entities Unit, and the Public Private Partnership (PPP) Office. The PPP Office plays a lead role in implementing PPPs in Ghana by supporting various Contracting Authorities in the development and management of prospective PPP transactions
